4 is explicitly left ambiguous in the MN statutes, left up to lower levels of government.  I don&#039;t know what if anything the metro counties or cities have to say on the topic.

6 seems pretty subjective.  Clearly, the answer they&#039;re looking for is False but I&#039;d be skeptical towards whatever approach they take to prove it.

I cheated.  I memorized all the bicycle statutes when I got a bike.  It&#039;s only like half a page and is mostly internally consistent.</description>
